You do not need to create a separate bot to send another alert when the required action was not delivered by a technician. You just have to configure the bot to send escalation alerts to specific managers or individuals in your organization. 

Once configured, can Can a bot be easily modified or turned on or off by a user?

Bots are easily customizable and modifiable by admins even if it has they are already run. A user just needs to change activated. An admin can also disable or switch it on or off.
